Coal ash is the toxic waste from burning coal. Under the federal rule, half of the country’s coal ash is unregulated by the Environmental Protection Agency. Prompted by a lawsuit, communities recently won a watershed commitment by the agency to begin closing these loopholes, leading to a new draft rule and public comment period.
